Constitution and League Rules

Isle of Man Indoor Bowling Association Constitution Rules

  1. The Association shall be called “The Isle of Man Indoor Bowling Association” hereafter called the association.
  2. The object of the Association shall be to organise league matches, knockout competitions and individual competitions for members of the Association.
  3. All games and competitions shall be played under the laws of the World Indoor Bowls Council. (W.I.B.C.).
  4. All players must be registered with the National Sports Centre Douglas Isle of Man and hold a current contract.
    1. All players must be registered with the Association.
    2. All league teams must be registered with the Association.
  5. Officials and committee members elected at the Annual General Meeting shall govern the Association. This committee shall be responsible for the day to day running of the Association.
  6. The committee shall consist of a Chairman (who shall be President), Secretary, Treasurer, Fixtures/Competition Secretary and Publicity Officer plus two other members elected at the Annual General Meeting, one of whom shall be elected by the committee to be vice chairman, plus one representative of the NSC.
    1. Each member of the committee shall have a role to play to ensure the smooth running of the Association.
    2. The President shall preside over the AGM and present an annual report to the membership.
    3. Should a member of the committee resign or fail to carry out his/her responsibilities the remaining members of the committee shall appoint a replacement or alternate who shall continue until the next AGM.
    4. An honorarium in the amount of £30 is to be paid on an annual basis to the following committee members whose roles are: Treasurer, Secretary, Competition Secretary and the Publicity Officer.
  7. An Extraordinary General Meeting may be called by requisition and signed by the Representation of seven members.
  8. The funds of the Association shall be paid into the Isle of Man Bank, to the credit of the Isle of Man Indoor Bowling Association.
    1. All cheques to be signed by any two of three from the President, Treasurer or Secretary.
  9. Four members of the committee shall form a quorum.
  10. The financial year shall end not less than 28 days before the A.G.M. and all account showing the receipts and expenditure shall be presented to the A.G.M.
  11. The AGM shall take place within seven weeks from the end of the season.
  12. The level of subscriptions shall be set at the A.G.M.
  13. Two members of the elected committee to be nominated to the Bowls Council and approved at the A.G.M.
  14. A notice of the A.G.M., to be posted 28 days before being held.
  15. Any notice of Motion must be submitted in writing to the Secretary at least 14 days before the A.G.M.
  16. The committee shall have the power to decide on matters not covered within these rules.

Isle of Man Indoor Bowling Association League Rules

  1. The leagues shall consist of a number of teams composed of a minimum of 3 players or more. League matches shall consist of:
  2. One game of triples (Duration 45 min's.) 3 Bowls each.
    One game of pairs (Duration 45 min's.) 4 Bowls each.
    One game of singles (Duration 45 min's.) 4 Bowls each.
    1. Evening games shall commence at 6.30 pm. Day league games will commence at 10 am and 1.30 pm. if required. Sunday evening games at 5.30 pm.
  3. The winners of each game shall be awarded 2 points, with 1 point each for a draw.
    Each match has 6 points at stake.
  4. The names of players must be registered by the Skip of each team. League players must be fully paid up members of the Indoor Bowling Association and N.S.C. Contract holders. Teams to be registered by 6.25 p.m.
  5. The players registered must be present 10 minutes before his/her game. A registered player cannot be changed less than ten minutes prior to the game commencing.
  6. If a team is present with only 2 players at 6.25 p.m. that team is deemed to have lost the triples with a score of 10 shots against them. They can, however, continue to play the pairs and singles matches.
  7. A member, once having played twice for a team, is restricted to that team in the competitions.
  8. However, a Player who does not play in the evening leagues, may play as a substitute in an evening league, subject to (7) above.
  9. Result sheets to be signed by both Skips and handed in to the Committee member on duty, at the end of matches.
  10. Rinks used for matches as per League Fixture Book, e.g. Game 1 = Rink 1. In the event of a team not being present, or having a bye, rinks may be distributed to suit.
  11. At the start of a match the away team to have the Jack. (They may offer Jack to opposition). End of game will signalled by buzzer at the end of 45 minutes. One more end will be played after this time.
  12. A player of a team due to meet a player or team who has previously played on the same day may practice:
    1. Provided there is time available.
    2. A lane is available other than the lane the player or team has been drawn to play on.
    3. May be allowed for a team with a bye notwithstanding that the team or player may have already played on the same green on the same day. The Controlling body shall allocate Lanes.
    4. If two players or teams are entitled to practice they may practice together.
    5. If a dispute arises in a game, the two Skips will make a decision in accordance with World Indoor Bowls Rules Book. If a decision cannot be agreed and a qualified umpire is present, he or she will decide. If no umpire is present the end shall be played again. A letter maybe sent to the committee within three days of the incident.
  13. Any team that wishes to change the date of an allotted game, must complete before the scheduled game the appropriate "Match Rearrangement Form" signed by the two captains and given to a Committee member. The match must take place Prior to the original date.
  14. The Committee shall have the power to decided any matters not provided in these Rules.
